One of the major contentious issues in the development of social sciences is whether conventional approaches underpinned by colonial knowledge influence in understanding human and social science in the 1990s was still bounded by Western epistemology, resulting in dialectics of counter-currents. As a result, debates on post-colonial knowledge polemics emerged in developing countries to overcome post-modern epistemic challenges posed in the west. Various disciplines within social science subsequently, have been challenged in confronting its relevance in the society. Questions remain whether we have to ‘ innovate’ new approaches in social sciences by putting more emphasis on inter-disciplinary approaches; or rather and more importantly, how relevant are the use and application of those conventional ideas within the context of explicating global developments and transformations. Hence the purpose of this book is to present and highlight the applied nature of social sciences. The chapters in this book encompass inter-disciplinary field of studies such as education, development, environment, urbanization, gender and security. Diverse approaches were taken to elaborate on critical issues concerning various fields. The chapters also incorporate sectoral variations in the international, regional, national and local contexts. The ultimate aim of this book is to critically discuss the relevance of existing approaches, and to seek, promote and encourage varying approaches that could contribute to indigenous ideas and theories in understanding social realities and processes.

This paper examines the effects of the global financial crisis on the Malaysian economy. Malaysia was hit on both the trade and financial fronts, suffering its largest fall in exports in almost 30 years and substantial outflows of capital. These adverse impacts translated into a decline in industrial output, job losses and economic contraction.

To counter the downturn, the Malaysian government introduced a massive economic stimulus programme amounting to 10% of GDP. While this fiscal boost has undoubtedly helped revive the economy, concerns have arisen that its full expansionary effect may be hindered by sluggish implementation, leakages and financial mismanagement.

Even more importantly, this paper says, the stimulus policy measures do not address the serious structural flaws in the Malaysian economy which have been exposed by the crisis. These include an over-dependence on exports – especially low-value-added exports to the industrial countries – to drive growth, a shortfall in investment and persistent fiscal deficits. Failure to remedy these weaknesses could affect Malaysia’s long-term growth prospects, the paper cautions, underlining the consequent need for policy actions to strengthen domestic demand through measures to increase productivity and wages, improve the investment climate and diversify export markets.

This paper looks at the effects of the global economic crisis on the developing economies of Asia, their policy response to shocks and their medium-term growth prospects. The global crisis has uncovered systemic and structural weaknesses and vulnerabilities in certain areas in the economies examined here and strengths in others. In almost all countries the financial sector has shown a significant degree of resilience to shocks from the global crisis. However, a common feature of the countries examined is their high degree of susceptibility to financial boom-bust cycles and gyrations in equity, property and currency markets. This crisis has shown the risk of full integration with markets in global financial centres and the need to adopt a strategic approach to financial opening and integration.

The crisis has also uncovered a high degree of vulnerability of the developing economies of East Asia to trade shocks, raising the question of whether the end of export-led growth has been reached. With unfavorable global economic conditions likely to persist, the paper underscores the need to reduce the dependence of the region on markets in advance economies and to rebalance domestic and external sources of growth.

Few areas have seen greater erosion of developing countries’ policy options than in the field of intellectual property (IP). Over the years, the scope for these countries to formulate their own national intellectual property policies has narrowed considerably as a result of binding international rules which impose high standards for IP protection.

Nevertheless, there remains room for governments to draw up IP policies tailored to their countries’ needs and level of development. The ultimate aim of these policies, stresses this book, should not be to protect the private proprietary rights of inventors and creators per se but to design an IP regime that is instrumental to attaining the development objectives of the country.

Towards this end, developing countries must make full use of the policy-making flexibilities provided for in international IP law. This book sets out recommendations on how this can be done, in relation to the key development objectives of promoting industrial and agricultural advancement, safeguarding public health and the environment, and enhancing access to knowledge and creative works.
